Yeah I reached out to the company to see if I could figure out what's up. While they were not able to give an official response, they were able to talk with me at a high level. It sounds like Scout was in a position to file by the deadline but final sign off was delayed by an event unrelated to the company or the filing. From what I was able to piece together, I think a key contributor to sign off had a personal emergency. Out of respect for privacy, they wouldn't go into detail. Scout did say that they will file their report as soon as possible and trading will resume as soon as they do. They apologized for any confusion, as they themselves expected to be able to lodge pre-market.

So I wouldn't worry too much, sounds like a case of "life happens" and I 100% believe that's all it is.
