some cops will fine you. some will warn you verbally. they all function under the same rules

listing managers like all compliance people are generally not particularly well paid and often not super bright (otherwise most would prefer to be lawyers)- and their adherence to literalness of rules directly reflects the heat being applied to their area

they protect their jobs by limpet like clinging to rules in times of stress.

it used to be you could negotiate with listing managers to shift times and requirements - today i doubt thats the case
