Not an expert on Serbian mining law by any stretch of the imagination... But if they are in the process of renewing it, it is certainly something that can take a lot of time to do if you run into enough bureaucracy! The longer it takes for them release the update, the more inclined I am to expect that it is due to negative news. Like TS above, I really hope I'm wrong.
