If you are the regulatory body, will you be happy with this?

Now, once again, the same company claimed there is another massive deal coming. It's a Canadian oversea company. If you are the regulatory body, will you just let everything happen again without further investigation?

I think what Ryzie mentioned here is just using his common sense. Do you agree?
