Agree it's a weird move. To my eye they should have voluntarily requested a TH if they were going to allude to an offer, but that's without knowing the detail. The listing rules vs commercial in confidence negotiations give rise to a big grey area - can you imagine if companies went into a TH every time they were in private negotiations
