If you were running a cafe and you asked for $1m to expand your cafe by renting the neighboring store, thus increasing potential sales and growth... how would the market view that? I'd say it would be very positive.
Compare that scenario to this one, where you are running a struggling cafe and you asked for $1m because you are knee deep in debt and need to pay off some debt so you can continue trading so that you have a chance to weather the tough times ahead so that you can pay off the rest of the debt which will continue to grow.
I would say the market would view this cap raise as net neutral at best given the market conditions, but then again they could pull a rabbit out of the hat and secure a favorable long standing funding partner, or PLS can bring costs down significantly in the next quarter or two ... either (or both) of these would be a positive as it means it is likely they will be able to weather the upcoming period of over supply (could be 12-24 months).
