Yes its unlikely to be offered to all shareholders , its slow and messy, they will be going for the biggest fish and possibly a cornerstone investor/s.
Almost all CR's trade beneath the issue price either briefly or for some time, so there will likely be an opportunity for those who want some more to put their money where their mouth is..
I think the last CR was from POSCO at 97c and there was considerable bleating at the time about how cheaply they got it and how the little people were being ignored...how things change .
