I'm not sure I agree. The company doesn't necessarily set the price for a raising. The broker is the one that sets the price for whatever they believe they can sell the story for. They may even be having trouble getting the full amount @ 23c as they've had to extend it a day, let alone @ 28c. Maybe someone who is more knowledgeable than I can shed some light on this ???
