What makes me think this is going to be a big hit is that I'm fairly sure they would have had a ~10-30% contingency built into their CAPEX scoping.
It sounds like to me they have undersized something upstream in the plant and now realized they will need it to be higher capacity and therefore all items downstream will need to be adjusted
