I wouldn't agree the comment is baseless.
It's indicative of a management team that may struggle to deliver. Bear in mind this started with a trading halt before the suspension from official quotation. Whilst this is not unusual, the company has had quite a long time to finalise whatever is going on.
When we consider this in the context of significantly delayed drilling commencement, one must start to consider whether time frames and deadlines are something the management team work towards and deliver on, or if they just give an estimated time frame for the sake of it.
