Considering CE had the ability to get Glencore onboard, and all that he has already accomplished. I doubt he neglected to account for any of the potential delays forthcoming and also suspect he has a few more aces up his sleeve yet to come.
he would hardly have gotten us such good news with Glencore only to waste it with extended suspension.
