1. There is an "new" actual technical issue / opportunity which arose between initial decision to provide technical issue and today hence delay to re draft the doc

2. No new technical issue / opportunity and just a delay due to process which could include discussion over wording / disclosure on a normal basis ie nothing really to see here normal to and fro

3. No technical issue / opportunity but delay is due to external process delay
3a) Just normal to and fro
3b) dispute over content, still normal nothing to see here, take as long as is needed just to ensure agreed
3c) WD don't really want a technical update or at least doesn't want one that is informative.
3d) Threat of 3c causes deeper discussions about life requiring time and attention, at least a week.
