if I had to guess, and it is a guess, I'd say EXIM said get their low cash sorted immediately, or you'll get no loan. Once again, lets assume people who are capable of negotiating a $1B AUD loan at 2.2% interest are more than capable of maximising shareholder interests when raising $3M.
