It's all too easy to get caught up in conspiracy theories when there is an absence of information. My take, worth zero and strictly personal, is that they have BFS in hand and are frantically shopping it around to interested parties. We all understand that CAY has a tier one asset that still has to be sold to the right people. I have been in a holding pattern with CAY for three long, fruitless years.
