my bet is on they have it "complete" but no final signature while JS is out selling it to funds ect. The suspension means the buy/sells are wiped so we can get a proper run up (or the funds can get themselves set with a clean slate).
my guess is that once they have talked to everyone that they need to and given them the inside scoop they will drop the final signature in and open to the market.
