Haven't AVZ announced that there are four pillars in getting the licence and one of them was finance and they have met all 4 pillars and hence they have confirmed to the DRC government and the world that they have finance? They literally said they can't get the licence unless they have proved to the DRC that they have funding and have done so. So there is a question about when they first told the government that and when they had it, but either way they have the finance so this clause is gone?
