Yes I agree with this theory.. even if the company was on time and they lodged the announcement to the ASX already it's probably caught up in their hands.. it's possible that they may want the wording of the announcement to be altered slightly or they may not fully understand it.. if this is the case it could be out later today or at the latest tomorrow.... to be fair to ResApp camp they only anticipated the announcement to come today they didn't say it will come today for those investors spinning out and wondering what the go is, it's all in the wording.
