The etch process was completed at imec by mid-may, which is one of the final steps in wafer production. imec would likely have had the wafers on their test bench for weeks before the "successfully manufactured" words were dropped in the 4C.
Also, my guess for PL2 was the imec testing is what shorted the wafers, so they went and manufactured the bonus NPL wafers.
