Stans, I'm guessing it's because both parties need to be ready for the announcement to be made. Paperwork needs filing, appropriate press releases need producing, correct people told and on and on the list goes. Once all those things are ticked off, the announcement can be made.
The first important step is for any announcement not to be made before and listed companies involved have stopped trading. We know that bit has been taken care of. Not it's just the other bits and pieces that need taking care of then the announcement will be allowed to be released. The last thing we need to have occur is jumping the gun before the Commonwealth have got their items in order.
