no reflection at all on the decency of the people at all. this EPC contracting model in Australia is busted completely. pushes all the performance risk to the contractor and the client usually gets a high return asset to pump out returns for years to come for virtually nothing.
the road is littered with the remains of hard working contractors over the last decade, usually their life's work cooked on one project!
hope they pull a rabbit out of this hat.
