Thought so. There was no way they could enter a dialogue with the Minister in a couple of days.
Concern level overall is 1/10. The project ramping up to first production is the main game and that is proceeding on time, on budget.
They'll want to do the DSO to sort out the logistics, and get the ball rolling but end of the day it's not a massive deal to do it with plant commissioning obviously not starting at full capacity, so they have time to get it bedded in then if necessary.
Mali gov not doing its reputation any favours with a last minute roadblock given the plans afoot and money spent - getting in mining contractors early, the trucking, the plant in China being prepared for the feed.... Hopefully sorted out in the next week, but if not, 'kay sera, sera' really. Stock will go down 10% and a few people will pick up a bargain before it rebounds on the plant being built and the good news flow over the next 12 months.
