Imo usually just that they weren't ready by end of halt for any number of reasons. Many want the golden egg which doesn't play out, trolls want capitulation, in most cases (not all) it just turns out to be the initially announced capital raise, at a value just below sp, nothing more and nothing less if not stated otherwise.
Nothing anyone can do until getting the announcement, pointless guessing.

on a side note I love the fact nst have taken a position in pxx but without going back and looking all should note I don't believe the position was very big at all when it comes to nst typical strategy / size.
