The Goulamina licence License PE 2040/19 was awarded as a Permis d'Exploitation, Groupes 1 et 2 on 23-08-2019 via Timbuktu resources therefore clearly we should be under the 2019 mining code. Any variation and breach to this license would see the Malian government challenged at an international court and likely convicted/ overturned. IMO.
