    They are fully entitled to begin construction of a flotation plant if they can find $150m, the bit the rampers including Bernie wont highlight is they cant find that kind of money and therefore looking to scale back to the cheaper $60m DMS only plant. But let's tell everyone they will operate under the 2019 code. If Bernies lips are moving then it's bullshit coming out, Simon is the real deal as he has delivered previously, Bernie has no idea and will likely sell before production as he always has done.
