If Mali is going to consider it a 'new' project,,, then do as most govt do which is give some concessions.

Appears rational arguments have fallen on deaf ears.
Time to bring in prospect of financial loss to Mali in foreign aid be it in the form of cash or infrastructure projects eg functioning electricity infrastructure, hospitals etc...
