I go to the bank and ask for a loan / go to shareholders for an equity raise and say I need $1 billion (round figures)
6 - 8 months later I go back and say I need a bit more
Doesn't look good does it
There are ALWAYS additional costs
Therefore you build in an allowance for those extra costs at the beginning
ALWAYS ALWAYS allow for those extra costs that ALWAYS happen
