I think this is on the money....
She buys nearly $1b of stock to shut down the deal (while ensuring the price doesn't go any higher than $3, and also downramping a bit herself). Shorts to cover her losses when the TO ultimately fails.
The question is - what's her next step? Let's all hope and pray that she's not planning to do her own TO bid at a much lower price...
