My money on the pulled "major contract win" was this was a prelude and "pump" before the capital raise to come a bit latter.
The ASX saw the history of this and asked to see evidence of the contract win and gave Ian a rap across the nuckles and said no you can't release this ... it's too ambiguous.
Now any cap raise is screwed. Ian is looking for plan C is my bet.
Just my view based on nothing but my gut and their past form
