Pure speculation on my end.

Examining the exact wording of each ASX announcement, today's announcement explicitly referenced 'capital raising'.

I suspect CAI had a plan to release the restructuring announcement, which would invariably increase the share price then follow up with a capital raise at an elevated share price.

Unfortunately, Macquarie and other institutional investors had other ideas and now CAI are forced to raise capital at the current share price.
