You have to think a government permit doesn't require these sorts of delays - it's either been granted or it hasn't. It's not like the government rings people up and says we planning to issue the permit in the next 3-7 days.

So to me, they seem to be buying time. For what, exactly, I don't know.
The pessimist in me says maybe they are planning to take the entire ATM facility in one big hit.
The stupid optimist says they are negotiating a deal with another partner.

I'm sure they have some announcement regarding a permit they are sitting on and will release when this confected suspension is no longer needed, but something else is going on.
