Agree, the government have been clear its not already permitted projects. That's why I think it only affects Stage 2, and will be an extended EIS.
However, the changed timing/strategy may affect financing, which would be bad, obviously.... or maybe not... maybe bad news, peversely, could be good news.... JP finally gives up on his relentless plan to say "I have built a mine" on his CV... and does something smart like JV with a big player with deep pockets to build it
