I wouldn't read too much in the last line "CR material to the company".
It is simply stating the obvious, ATC has almost depleted its cash reserves - in this situation any CR is material!
Was a long time holder but sold out in May24 (and took a big hair cut) when they announced their previous CR.
The announcement does not look good - I suspect it indicates a problem with CR and agreeing terms with some of the larger shareholders.
