This video gives a good overview of what ArcelorMittal have done to start their mine in Liberia.

They are currently exporting 4Mtpa but plan to increase this to 15Mtpa, with a total budgeted cost of $1.5B.

There is an interesting section on the railway that Rand assume they can use for transportation. ArcelorMittal spent tens of millions upgrading and repairing damage caused during the war. They won't give access to this away for free. Rand's site is also about 70km from the rail line requiring a road to be built. The video mentions very heavy rain for long periods during the year impacting transportation and shipping. Most likely this would make a road totally unusable during these times.
