Sounds like they will get some cash. Based on that announcement the words "commercial arrangements" makes me think they will be borrowing some money or a Con note or something. The money required is not huge in the scheme of things so I would expect them to be able to get it.
Then they should be able to get processing and all going well the cash problems will be solved.
