The fact the proposed project is on private land in this instance makes no difference to visibility of approvals.
I can't recall however if the Relevant Authority approving such project is a the council level or state gov level. I'd have to re check.
Either way DEL wouldn't know what updating shareholders meant even if it smashed them in the face.
