I think it does because if it is on State Govt land or council land they tend to advertise their environmental bent and credentials via placing the projects and their support of them on their own websites just as Yarra Valley Water has. On private land it is more likely only seen if the developer advertises the existence (as Delorean has but does not update) or you have sufficient information to pick the approval up through the state planning authorities. In my state all approvals are at state level these days so the above information applies in all cases and without a planning permit number it is difficult to follow them up.
