I think the real problem is not the period you are referring to, but rather the period of elevated coal prices - when the company should be savings 10s of millions of additional dollars - which have now gone to the insane royalty regime the state government introduced. It's permanently lost profit that should have helped to tide over the uneconomic times like now..
