Good morning,
this ann looks to me like a typical "must say" paper requiered by gouvernement or state authorities.
In my mind... financial is on the finish line.

The DFC knows, where the P1 is beeing build. And they are afraid, several western standarts could not be met.
If so, the mass for the DFC could be massiv. Than different critical parties will scream: no american money in africa, arabia,... anymore.

With such a paper the authorities calm down themselves.
I am very, very optimistic now.

The second effect is, to help the SP to get over the options finnish line. This would be better to made with several small anns than a single big one. Joe i think wants to help the SP now to climb up. This could also be a "Thank you partners to not loosing the faith into this Platypus over the last very complicated years".

Finaly all i think and wrote could be nonsence. Time will tell. DYOR
