The Government can't just snap its fingers and change the process, it involves multiples pieces of legislation, Departments etc, all of that needs to be scoped, debated, negotiated, renegotiated, presented before Parliament, debated, redrafted, presented again. In that time the Government will have changed 3 times and the U boom will be long since gone.
