if you look at page 11 of the ASIC briefing document it mentions many items relating to mobile phone data that ISX will not have access to. So yes it is an assumption on my part but one based on knowledge cellular mobile networks and who will have access to this data.
On your second point, Ask yourself why ISX has only stopped outbound transactions, then using the information on the AUSTRAC website as to who has the responsibility for reporting international transactions it will become obvious if you do the research and connect the dots
