I think the wording is a bit confusing. It is more likely that the sentence :
The principal demand of the Union relates to a request to reinstate Syama workers who have been stood down on full pay due to the Company’s COVID-19 protocols.
Is meant to be interpreted as:
The principal demand of the Union relates to a request to reinstate Syama workers (who have been stood down) on full pay due to the Company’s COVID-19 protocols.
They haven't been stood down on fuull pay, rather they are requested to be reinstated on full pay.
