Reads like an announcement released when the bosses want the workers to go on strike to meet some hidden corporate agenda. The withdrawal of guidance was far too fast - they are reportedly only threatening to strike if their demands aren't met.

If the workers are really still on full pay it should be quite easy to sit down and find a compromise that would work without fully shutting the plant down. The extra cost would be negligible. Even if you pay them to work on a community project. What you don't do is call the union irresponsible and opportunistic as part of a negotiating stance........What happened to the boasts about the company's relationships with the workforce - this is hardly conciliatory.
