The DC's have been designed for an optimal power density.
Pricing along that line would generally result in the greatest economic return.
That's why prices are generally set that you buy a rack and then get attached a power allocation. I.e. you are forced to essentially pay for space and power in lock step.
Either way once you hit a power or space limit, the data centre is basically full.
If as you describe, NextDC P1 has basically hit the space limit, that would limit the ability for further sales.
At ~$11.5M/yr revenue currently that seems low.
