China will not comply and whining about their behaviour which has been transparent over the past 50 years changes nothing as they do exactly what they want to do. They are beholding to no one.

Steel dumping is an excellent example of their abhorrent conduct...maybe the WTO will have come luck in reigning China in.

Don't forget, that China has significant restriction on graphite exports and the primary synthetic graphite anode grades are the ones that is driving down prices China has increase primary synthetic anode graphite capacity (~ 200,000 Mt) over the past two years, hence economies of scale lead to lower production costs that are lower than natural graphite CSPG production can effectively compete.

Benchmark continues to pontificate a graphite shortage is on the horizon and has for each of the past 12 years and continues with the inaccurate narrative moving the target shortage back each year...if a shortage is imminent, then why has no investor government funded a new natural graphite project for both upstream and downstream to meet the millions of Mt demand? There is no evidence that the market is in any shortage, hence most ASTM Mesh grade pricing has trended lower over the past 2 years.
