Its to do with the tactics of opening Auction. Whoever is selling wants to take advantage of demand that will be created by this announcement and unload some shares.
The 60c ask is to get ahead in the queue when auction is settled. More than likely the opening price will be higher and the seller will get a higher price despite what they put in the ask.
