I would agree. It seems pretty clear the raising was undersubscribed and there was a 12.5m shortfall that the underwriters will pickup. While the issue of additional shares to retail holders (beyond the 1 to 5 entitlement) is at Syrah’s discretion, there is no good reason why they wouldn’t do it.
