IMHO, I can not see any logical commercial reason for KiN to delist if they can not perform the CA. If PGH is delisted with without CA, it would likely make it more difficult for KIN to purchase the small holder parcels in the future.
Hopefully the TOP will assess all the data (and intent) and maybe even put out a survey / questionnaire to a random selection of the small holders that have accepted the offer, just prior to the TOP submission.
