No, lets get to the bottom of the correct source of this piece of literature - The wording and whether Winston Churchill said that is really really important, regardless of the fact that this is LAG-3 forum (after all LAG-3 is not The Cambridge Dictionary, nor it is in The Oxford Dictionary). And if Winston Churchill did not write it or the rearrangement of the word is not correct, then there is no point in considering the point.
