I live in Toliar and this mine has huge logistic and political problems to get it off the ground. Working with the Current Malagasy Political climate is hard work unless you have lots of cash to pay bribes and make it happen under the table. For example they still do not have permission to build a port for exporting the sand. I wonder if WTR would be happy to see it go and get rid of the head ace.
