Where did it say they would definitely get it signed by 30 Nov. The announcement read 'to use commercially reasonable efforts'. Not it will be completed. The commentary on here is disappointing and lacks an understanding of how complex these things are and how slow decision making moves through these big multi nationals. Read it again. All effort has been made, we are close. A positive announcement
